Municipal Water Plan
The 2010 Municipal Water Plan was approved at the March 16th, 2010 City Council Meeting. The primary objective of the plan is to develop a long-term water conservation plan and a short-term water emergency plan to assure that City customers will have adequate water supply to meet their needs.
Long-Term Water Efficiency
The City plans to increase long-term water efficiency through education, management and regulation (as necessary).
- Education - Through educational opportunities the City will develop the community's understanding of water issues and conservation.
- Management - The City currently maintains the water meters for each customer, including the monthly meter readings. The City plans to place a greater emphasis on maintaining an accurate measurement of water used in total, at customer meters and the water use records system, in order to effectively and efficiently manage the City public water distribution system.
- Regulation - Currently the City requires the installation of low water toilets (only 1.6 gallons used per flush) and low shower heads (2.5 gallons used per minute or less) in all new or renovated construction. The City will pursue further corrective action only as circumstances dictate.
Short-Term Water Emergency Plans - Drought / Emergency Contingency
The City of Bel aire will address water shortages through a series of stages.
- Stage 1: Water Watch -- This stage will occur when City water storages fall below 70% capacity and will not recover, demand for the day exceeds 1.6 million gallons per day, or the provider of purchased water issues a Water Watch.
- Stage 2: Water Warning -- This stage occurs when City water storages fall below 60% of capacity and will not recover, demand for the day exceeds 1.8 million gallons per day, or the provider of purchased water issues a Water Warning.
- Stage 3: Water Emergency -- This stage occurs when City water storage falls below 50% of capacity and will not recover, demand for the day exceeds 2.0 million gallons per day, the provider of purchased water issues a Water Emergency, or there are emergency conditions related to repairs or water quality.
In each stage the City will take educational, management, and (potentiall) regulatory action in an effort to create public awareness of the situation and reduce consumption, returning the water levels back to a normal level.
