City Clerk
The City Clerk is a full-time position responsible for a number of integral functions within our local government. In the City of Bel Aire organization, the City Clerk provides direct oversight to the Deputy City/Utility Clerk, the Municipal Court Clerk, and the Front Desk Receptionist. Additional responsibilities include:

Manages and supervises assigned operations to achieve goals within available resources

Performs cost control activities

Monitors cash drawer to assure sound fiscal control

Assists with issuance and aintenance of all licenses and permits
-
Promotes effective and efficient use of budgeted funds, personnel, materials, facilities, and time
-
Oversees utility billing/receipting and court
-
Assists in problem solving and upgrading Information Technology infrastructure
-
Plans and organizes workloads and staff assignments
-
Trains, motivates and evaluates assigned staff
-
Reviews progress and directs changes as needed
-
Coordinates department activities with other departments and agencies as needed
-
Manages all personnel employment, benefit and payroll activities
-
Issues written and oral instructions
-
Assigns duties and examines work for exactness, neatness and conformance to policies and procedures
-
Assists subordinates in performing duties, adjusting errors and compliants
-
Supervises, trains, prioritizes, and determines procedures to be used and evaluates the work of subordinate personnel
-
Serves as custodian of official City records and public documents
-
Performs certification and recording for the City as required on legal documents ad other records requiring such certification
-
Deals and attests by signature to ordinances, resolutions, contracts, easements, deeds, bonds, or other documents requiring City certification
-
Maintains, catalogs and manages all city records, files, books, and documents
-
Attends regular and special City Council meeting
-
Oversees or performs an accurate recording of the proceedings and preparation of the minutes using proper legislative terminology. Recording, indexing and filing for the public record

Prepares and distributes materials, minutes and records of meetings
-
Files ordinances and resolutions of the Council and oversees the codification of ordinances into the municipal code
-
Prepares and advertises bids and other advertisements and legal notices of public hearings and special notices with the assistance of the City Manager

Administers the issuance of municipal licenses, including business, animal, building, and various regulatory licenses as assigned, in accordance with the applicable City ordinances and other regulations
-
Administers oath of offices to public officials
-
Oversees voter registration and election proceedings
-
Serves as Notary Public
-
Prepares reports for City Council meetings as directed
